Obituary of Thomas Welsh Rae

Mr. Thomas Welsh Rae, of Darien CT, passed away peacefully on the evening of March 4, 2015 at Stamford Hospital.
Mr. Rae, the son of Harold and Vivian Clark Rae, was born on July 17, 1930 in Iowa and raised in Torrington, Wyoming. He graduated from Torrington High School in 1948 and became a veteran of the Korean War during which time he served in the US Army in Counter Intelligence Services.
Mr. Rae went on to study at the University of Wyoming and graduated from the University of Wyoming Law School in 1957. As Vice President of the Young Republicans of Wyoming, he was the youngest delegate in the US to the Republican National Convention in 1956.
From 1957 to 1967, Mr. Rae worked with the United States Securities and Exchange Commission in Washington, D.C. where he ultimately became Chief Enforcement Attorney and Associate Director of the Commission's Division of Trading and Markets. He played an instrumental role in one of the most active law enforcement programs in the history of the Commission which included the first "Insider Trading" and "Boiler Room" prosecutions. In recognition of his achievements, Mr. Rae was cited in a best-selling book entitled The Federal Investigators, and together with other individuals was personally congratulated by Attorney General Robert Kennedy.
Mr. Rae resigned form the SEC in 1968 to join EF Hutton and Company in New York City where he worked for 19 years as an Executive Vice President, Director and General Counsel. After his retirement from EF Hutton, Mr. Rae became counsel to the national law firm of Kutak, Rock and Campbell until his retirement in 1997.
Mr. Rae was an avid hunter and fisherman and traveled throughout the United States on fishing and hunting trips. After his retirement, he could frequently be found aboard his fishing trawler the "Lisa Fitz" on Long Island Sound. He was a longtime resident of Old Greenwich, CT and active in community affairs there from 1970 until 2014 when he moved to Darien, CT.
He is survived by his wife of 50 years, Kathleen Perone Rae, his daughter Lisa Rae Koorbusch, and his two granddaughters, Eliza and Emilia Koorbusch. He was a devoted husband, father and grandfather, and he will be greatly missed by his family and friends. www.lawrencefuneralhome.com
